California Birthday Rule As a California resident and Medicare Supplement member you are allowed to switch to any company with the same plan or one with less benefits during the month of your birthday.  This option is unique to California residents only. The transfer can be a lateral move or a downgrade.  Upgrading your plan, you will need to answer any health questions on the new application.

Medicare Part D Rx for Santa Clara County Residents Don’t forget the prescription plan, which is called the Medicare Part D Rx plan.  Offered through insurance companies, with typically over 30 plans in each county.  So you will need to compare the plans to make sure the one you choose fits your needs.

Medicare Advantage plans are typically HMO plans with a few PPO Advantage plans in Southern California.  Many have a $0 monthly premium which includes the Medicare Part D Rx plan at no additional cost to you.  The Annual Open-Enrollment is from October 15 to December 7.

Santa Clara county currently only has HMO Advantage plans available.

If you are strictly looking for a Medicare Supplement plan, they are all  Federally Standardized, which means each plan is identical with any other. For example if you are looking at Aetna’s Plan F, their medical benefits are identical benefits to any other available Plan F.

Although Anthem has introduced an “Innovative Plan F” which is identical to the traditional Plan F, except the Innovative F includes Hearing and Vision benefits at no additional cost.  They have also lowered their Plan F rates across California.

The only difference will be the monthly premium and the company member service. How easy or difficult is it to work with any of these companies. San Jose Medicare Advantage Plans

Anthem MediBlue Plus along with Blue Shield 65 Plus Medicare Advantage plans in San Jose (Santa Clara County) have several of the well known medicare advantage companies available to you.

Anthem, Blue Shield, Aetna, Health Net and UnitedHealthcare are five very popular medicare advantage HMO plans offering quality coverage and large networks of doctors and hospitals to choose from.  The choice of medicare advantage hmo companies may change slightly from year to year.

The Open-Enrollment starts October 15 and ends December 7. All changes and new enrollments take effect on January 1.  Call me on October 1, that is when I will have access to all Medicare Advantage companies and plans through out California.

Check the Anthem & Blue Shield Doctor Network

One of the major differences between all of these companies and plans is; who do you have access to?  What doctors and hospitals are contracted providers for your plan.  It is very important to verify the doctors you have access to before signing up for the new plan.

Many of the Medicare Advantage HMO plans are similar in design and pricing.  Although the doctor networks are typically what separate the plans.

If you have a doctor or hospital you do not wish to leave, the first part of your search is to find out what medicare advantage plans your doctor and hospital are contracted with.

When enrolling into a medicare advantage HMO plan in San Jose, you will need to choose a local Primary Care Physician (PCP).  This doctor is typically a General Practitioner (GP) or an Internist.  This is the doctor who will refer you to specialist and also the the hospital they are affiliated with.

Not all GP’s are PCP’s

Not all General Practitioners and Internist are Primary Care Physicians (PCP’s).  If not they cannot be your primary care physician.

If this is a new doctor, you can ask them who they will be referring you to, including which hospital they use for inpatient services.

You will notice most of the San Jose medicare advantage HMO plan benefits are quite similar.  There will be differences such as; copays, deductibles and annual out of pock maximums.  But for the most part they will look and feel quite similar.

Medicare Supplement

If you are looking for a medicare plan with more doctor and hospital choice, there is nothing better than a medicare supplement.  With a medicare supplement policy you can see any doctor, specialist or hospital across the U.S. who accepts medicare.  “Complete freedom of choice.” There are no networks to navigate.  If the doctor accepts medicare, you can see them, it’s that simple.

Medicare Supplement policies are “letter plans” such as Plan F and Plan G or Plan N.  All with a different level of coverage.  They only provide coverage for medical services, medicare supplement policies do not include the Medicare Part D Rx coverage.

You will need to enroll in a Medicare Part D Rx plan to help pay for your prescription costs.  There are typically 30 part D plan in Santa Clara County from year to year.  It’s best to run a comparison in order to see which plan will cover your medication the best.  The website is a good place to run your comparison or you can contact me and I’ll be happy to send you the comparison for your medications.

2020 Santa Clara County Medicare Supplement plans have some of California’s most favorable rates.  Medigap companies who you will want to include in your comparison are; Anthem, Blue Shield, Health Net and UnitedHealthcare.

The Innovative Plan F includes Vision and Hearing coverage.

Birthday Rule:

The California Medicare Supplement “Birthday Rule,” allows a current medicare supplement member to change companies without having to answer medical questions.  It’s a guaranteed issue event.

You can also apply to any medicare supplement company in your area at anytime of the year.  If you are outside of an open enrollment period, simply complete the application and wait for the company decision. Depending on your current or past health status, the company can either approve your application of deny the app.

INNOVATIVE F  –  Currently Anthem, Blue Shield and Health net all have an Innovative Plan F which includes Vision and Hearing. Blue Shield calls theirs “F Extra.”


If you are new to Medicare, your open-enrollment is; 6 months for medicare supplement enrollment, and 3 months for a medicare advantage and or a stand-alone Part D Rx plan.

All medicare supplement policies in Santa Clara county are “standardized.” This means, the benefits are the same regardless of the company who provides them.  For example, all companies who offer a Plan F, the coverage is identical from company to company.

Plan premiums are different from company to company, so is the service provided to it’s members.  One company may be very easy to work with, another may have very slow member services, and poor administration.

Compare rates and ask about the services provided by the different companies.  Or call me and I’ll give you information which should help you choose the right plan and company for your unique needs.

Part D Rx:

You will also need to enroll in a medicare Part D Rx plan to help with your prescription costs.  Medicare Supplement plans do not include prescription coverage. There are 25 Part D plans in Santa Clara County and all cover medications differently.

Mix and match your Medicare Supplement company with your Part D company.  Part D insurance companies have different monthly premiums and offer some drugs as preferred where other companies offer the same drug on their Tier 3 list.  Which will cost you more.  It is wise to compare Medicare Part D Rx plan annually, because they will make changes every year to their Formulary Drug list, which could affect you from one year to the next.
